Downtown Parking Lot Reconstruction Project

 

The reconstruction of the remaining downtown area streets and parking lots has been in the capital improvement plan for several years and generally consists of the streets and parking lots south of 4th Street along with two parking lots to the north, one at 5th and Banning Ave and one at 5th and Cook Ave along with the extension of Washington Ave north of 4th Street.  The streets and sidewalks in this area have degraded significantly and are in need of reconstruction.  As part of the study, detailed cost estimates were completed that looked at recommended short-term improvements throughout the area. The initial improvements anticipated include streets and parking lots south of 4th Street along with two parking lots to the north, one at 5th and Banning Ave and one at 5th and Cook Ave along with the extension of Washington Ave north of 4th Street.  Staff recommendations are that the parking lot reconstruction be considered in 2025 and the streets in 2026.  It was discussed that it would be advantageous to reconstruct the parking lots in advance of the streets to minimize the overall impacts on the downtown area.  

The proposed parking lot portion of the downtown project includes the reconstruction of four public parking lots.  The condition of the lots varies overall and will require anywhere from minor repairs and pavement replacement up to full reconstruction.  Each lot is listed below with the anticipated improvements outlined:

  • Lot 1 – located at 3rd Street and Banning Avenue (built in 1964)

    • Existing layout maintained

    • Revised handicap stall layout and locations to meet current requirements

    • Full curb replacement

    • Full pavement replacement

    • Replace sidewalk between curb and buildings

    • Replace lighting and power supply system

  • Lot 2 – located at 5th Street and Banning Avenue (built in 1974)

    • Slightly revised layout to maintain parking stalls and improve circulation

    • Recommended removal of one existing tree near Fratallone’s Hardware

      • Overall declining health of the tree

      • Mitigate potential future liability due to significant die-off of canopy and need for significant limbing and trimming

      • Mitigate future cost of removal of the tree area if left in place

    • Revised handicap stall layout and locations to meet current requirements

    • Full curb replacement

    • Full pavement replacement

    • Replace sidewalk between curb and buildings

    • Replace lighting system

  • Lot 3 – located at 5th Street and Cook Avenue (built in 1984)

    • Existing layout maintained

    • Minor curb repairs

    • Full pavement replacement

  • Lot 4 – located at 3rd Street and Cook Avenue behind the Armory (built in 1987)

    • Revised layout to add parking stalls

    • Widening of main vegetated island to maintain overall greenspace area

    • Replacement of trees in widened island

    • Revised handicap stall layout to meet current requirements

    • Full curb replacement

    • Full pavement replacement

    • Replace lighting system
