The City of White Bear Lake regulates the sale, possession and use of tobacco and related products within its jurisdiction under Section 1104 of the Municipal Code. No person may directly or indirectly keep for retail sale, sell at retail, or offer to sell or otherwise dispose of any tobacco product or delivery devices without first having obtained a license from the City Council to do so.
