Understanding E-Bikes, E-Motos, & Scooters: Safety Tips and Minnesota Laws


The White Bear Lake Police Department needs your help keeping streets and trails safe when riding an e-bike or scooter!

Do

-Ride at safe speeds.
-Be aware of your surroundings.
-Always yield to pedestrians and pass cautiously on the left.
-Ride in the same direction as traffic, on the far right side.

Don't

-Ride without a helmet.
-Ride after dark without a light.
-Forget to signal turns and yield at intersections.
   

Traditional Bicycles

  • These are human-powered! Per White Bear Lake City Ordinance, no bikes are allowed on sidewalks.

E-Bikes

  • Must have operable pedals
  • Maximum motor 750 watts
  • Riders must be at least 15 years old
  • Riders under 18 must wear a helmet
  • Ride on the roadway, not the sidewalks

E-Motos/Off-Highway Motorcycles

  • Not considered bicycles
  • Often exceed 750 watts
  • Many exceed 30-50 miles per hour
  • Requires registration, driver's license, and insurance for public roadway use
  • Not permitted on sidewalks or bike trails
  • Best suited for private property or designated off-highway motorcycle trails
